He write a request to the city council (Schepenen) in which he asks them to pronounce a decision, which will order the parnassim to comply with his wish.
The decision of the council is however negative: 'nobody can be a member (of de Hooduijtse Joodse Kerk) who behaves contrarely to the orders of the parnassim'
