Op initiatief van Koning Willem I werd bij Koninklijk Besluit van 26 februari 1814 het Nederlandsch Isračelietisch Seminarium (NIS) in Amsterdam opgericht om de joodse gemeenten te voorzien van rabbijnen, leraren en andere beambten.

Samuel Witteboon, zoon van Abraham, studeerde aan het NIS.
